Thousands of property owners and potential buyers are at a dead end, as delays in gathering documentation lead to the cancellation of transfers.

Many owners, whether it is a property sale or a parental donation, will not be able to complete the "cheap" transfers within the year, as the delays in the Municipalities and the mortgage offices are huge and they are already making an appointment for February 2022.

The impressive thing is that each Municipality has its own policy for the issuance and issuance of TAP certificates. There are Municipalities that check for example if a citizen has for example a municipal call. In this case, although completely irrelevant, they first ask for the repayment of the debt and then if they manage, they issue the TAP certificate!

At the same time, although the Ministry of Finance has hinted that it will extend the drafting of notarial transfer deeds until the end of January 2022 with the current fair values, it does require that by 31 December 2021 the transfer tax returns have been submitted. benefits and donations to the Tax Office.

Of course, what the financial staff ignores is that at the end of the year the Engineers' Certificates, the TAP Certificate, the ENFIA certificates expire, with the result that they have to be reissued.

This means extra cost and inconvenience for taxpayers. In other words, a particularly important measure announced by Prime Minister K. Mitsotakis and voted by Parliament, that of tax-free parental benefits, risks boomeranging into the government, as thousands of citizens will not be able to benefit from it and cheap transfers, before the implementation of the new objective values and the identity of the building (the cost starts from 300-500 euros for small properties).

Notaries are even forced to evict citizens because the queues are huge and they know that if the government does not move the new objective values and the identity of the building for at least six months they will not be able to serve them.
